Kunwar’s book on RTI released by Deputy CM
The Deputy Chief Minister of Punjab Sardar Sukhbir Singh Badal has released a book on Right to Information written by Kunwar Vijay Pratap Singh. The writer cop has penned down this book titled “Right to Information: Law & Practice” in a very simple and lucid language. This book will address the needs of law students, information-seekers as well as information-givers.
The Deputy Chief Minister appreciating the efforts of the cop reiterated that he always believed in openness of governance system. He said at this occasion that his government went a step ahead by implementing right to service for the benefit of the common citizens. Mr. Badal further emphasised that in democratic governance system openness should be a rule and secrecy an exception.
The book release ceremony was organised in the APICON (Association of Physicians) conference organised at Ludhiana where Mr. Badal addressed an impressive gathering of noted physicians of India. At this occasion senior officers of administration and police were also present. Apart from others, Dr Gurpreet Singh Wander, Dr Rajinder Kumar Bansal, Dr Sandeep Puri and Dr RS Chhina graced the occasion.
According to the author, the RTI is an emerging field and the law on right to information is at the development stage by way of statutory amendments (so far proposed), interpretation by the Supreme Court, High Courts, Information Commissions and to some extent by the executive guidelines. The writer has made a humble endeavour to bring this book on the law and practice which is an outcome of his wide experience as a public authority as well as extensive research conducted on this subject as a student of law. In this endeavour, he has consulted noted jurists, Information Commissioners, Bureaucrats, Police Officers, Academicians and RTI scholars to make it more practical and realistic. The author has tried his best to include the latest provisions, guidelines and rulings on various provisions.
Kunwar, a Ph.D. in Police Administration from GNDU Amritsar, has recently completed LLB from Panjab University Chandigarh and got third position in merit with distinction in the University. He is a firm believer of learning, performing and reforming. He is presently working as DIG of Ludhiana Range as well as State Cyber Cell of Punjab. He has earlier authored a book on Cyber Crime and also a book on the Universal teachings of saint Kabir.
The author says that this book has been primarily designed for law students which would prove equally beneficial for the public authorities and PIOs who often face difficulties regarding various provisions of the Act including exemptions. Of course, the common people at large will be benefitted with this book and will be able to exercise their right to information in a better way.
